Putin signed a decree establishing a military construction company

MOSCOW, October 18 - RIA Novosti. President Vladimir Putin signed a decree establishing the Military Construction Company. The relevant document is published on the official Internet portal of legal information.

“In order to ensure the protection of state interests in the organization and implementation of construction, reconstruction, and overhaul of military and social infrastructure, I decide to create a public law company, the Military Construction Company,” the decree says.

The functions and powers of the founder of the company will be carried out by the Ministry of Defense in the manner determined by the government.

The decree notes that under the objects of military and social infrastructure are meant buildings and structures intended for command and control, deployment and storage of military equipment, weapons testing, as well as residential, public and industrial and other buildings designed for the defense and security of the state.

Within three months, the Ministry of Defense must submit documents to the Federal Tax Service for registration of the company, ensure the completion of state construction contracts concluded with subordinate organizations, and also monitor measures to protect information constituting state secrets.

The decree comes into force on the day of signing - October 18.

Defense Minister Sergei Shoigu announced plans to transfer all military construction to a nonprofit public law firm in March. This company should replace Spetsstroy , which was disbanded in the midst of numerous scandals involving theft and missed deadlines, including at Vostochny Cosmodrome .

According to the minister, the form of a public law company was chosen to withdraw military construction from the commercial sector, ensure maximum property security status and guarantee the observance of state interests through a special internal and external audit regime.

In September, the media wrote that the  Military Construction Company could become one of the contractors during the construction of the East instead of the Kazan production and construction association.
