"The Deputy Chairman of the Security Council, the Secretary of the Security Council, a permanent member of the Security Council and a member of the Security Council may be citizens who do not have citizenship (nationality) of a foreign state or a residence permit or other document confirming the right to permanent residence in the territory of a foreign state", - stated in the document.
In addition, the decree confirmed the prohibition for Security Council members to open and have accounts in foreign banks in accordance with the amendments adopted in November to the federal law “On Security”. It also prohibits keeping cash and valuables in foreign banks located abroad. Presidential laws in the development of amendments to the Constitution, including a new version of the law "On Security", were introduced at the end of September.
