UN chief Antonio Guterres on Sunday pledged full support for the Congolese army

UN chief Antonio Guterres on Sunday pledged full support for the Congolese army fighting nearly 130 different armed militia groups in eastern DRC. 

The UN has one of the biggest peacekeeping missions in the DRC with an annual budget of $1 billion and about 16,000 troops. Despite all these resources, peace in that part of Africa remains fragile, why is that?
